Administration officials disclosed the initiation of federal worker terminations on Friday, making good on prior threats in response to the ongoing federal funding lapse, which is now poised to extend into its third consecutive week.

Official Announcement and Early Information

The director of the White House budget office wrote on social media that “RIFs have begun,” indicating the government’s procedure for terminating staff.

Although Vought did not specify which agencies were affected, a treasury spokesperson stated that layoff warnings had been issued within that department. Additionally, a DHS representative indicated that layoffs would also occur at the Cybersecurity and Infrastructure Security Agency. Also, a labor organization representing federal workers announced that members at the Department of Education would be affected by the reduction in force.

Union Response and Court Actions

Union leaders warned that the layoffs would have “severe consequences” on services relied upon by the public and pledged to challenge the moves in court.

“It is disgraceful that the government has used the government shutdown as an excuse to wrongfully terminate thousands of workers who provide essential functions to the public across the country,” said Everett Kelley, representing the AFGE.

The AFL-CIO reacted to the announcement, saying, “America’s unions will see you in court.”

Legislative Impasse and Budget Dispute

Congressional Democrats have refused to vote for a Republican-backed bill to reopen the government unless it contains provisions related to health policy. Following repeated failed attempts, the GOP leadership in the Senate have adjourned the Senate until next Tuesday, indicating the standoff is unlikely to be ended soon.

At a press conference, the GOP leader in the House, the speaker, blasted Senate Democrats for rejecting the GOP bill, which passed in the lower chamber on a near party-line vote.

“This is the last paycheck that government employees will see until Washington Democrats decide to do their job and end the shutdown,” Johnson said. Beginning shortly, American service members, many of whom live paycheck to paycheck, are going to miss a full paycheck.”

Legal and Operational Constraints

Previously, labor groups sought a temporary restraining order to block the administration from implementing any layoffs during the shutdown. Additionally, a federal judge ordered the government to disclose details on layoff plans, affected agencies, and if any government staff had been brought back to carry out layoffs.

A report contended that a funding lapse limits the authority of the administration to carry out firings, referencing official advice that acknowledged any long-term staff cuts need to have been initiated before the funding expired.

Impact on Workers

The layoffs occurred on the same day that government employees received only a partial paycheck for the end of September but excluding the beginning of the current month, since funding lapsed at the beginning of the month.

Max Stier, the president of the advocacy group, criticized the gridlock’s effect on government workers.

This is unjust to make federal employees bear the burden because our leaders in the legislature and the White House have failed to keep our federal operations open and operational,” Stier stated. The air traffic controllers, VA nurses, smoke jumpers and food inspectors are not at fault for this funding crisis.”

A notable point is that members of Congress and top administration officials are still receiving salaries during the shutdown.
